City of Elma

Rock has been providing capital program management, project management, and grant application  services to the City of Elma over the past two years.  Projects included the development of a substantial 6-year capital facilities plan, assessment of all City-owned facilities, parks, and properties, and development of annual maintenance budgets and schedules for their facilities and infrastructure.  Rock was instrumental in obtaining federal funding for the City's new police department project, and state funding for parks and streets improvement projects.
